Move the .cs and .csa files (the cheats) into Android > data > com.rockstargames.gtasa .
CLEO is a scripting engine that allows custom .cs scripts to add new features, cheats, missions, and behaviors to GTA SA. Originally for PC, it has been ported to (via CLEO for Android) and can work with PlayStation 2 emulators (like AetherSX2 or PCSX2) using modded ISO files, but not on real PS2 hardware easily.
Copy all files ending in .csa and .csi into the Android/data/com.rockstargames.gtasa/ folder.
